COVID has emphasized the importance of a strong, healthy Medicaid program for states. A new analysis by WalletHub ranks Connecticut fifth among states in 2021 Medicaid coverage. Rather than just using the percentage of state residents with Medicaid coverage, the ranking included quality, spending, as well as eligibility and enrollment. We ranked 2nd in quality (behind only Massachusetts), 8th in spending, and 19th in eligibility and enrollment.

Connecticut’s efficiency in coverage meant that although we are 2nd in total Medicaid enrollment per low-income population, we are not in the top five states on spending per low-income population. Connecticut was tied for first place in transparency of reporting quality measures and 5th in the quality of adult care. CT was not among the highest states in the share of state budgets spent on Medicaid. We are 5th in highest eligibility levels for pregnant women.
